  • Residential licenses for short-term rentals (RSTRs) will no longer be permitted after July 1, 2023.
  • Non-commercial short-term rental (NSTR) permits will be required for operating a short-term rental in areas not zoned for commercial STR permits.
  • An ordinance is pending before the Council to sunset all existing RSTR permits on August 31, 2023.
  • NSTR permit applications will open on July 1, 2023, and applicants will have a two-week period to submit their applications.
  • A complete NSTR permit application will require an operator permit, proof of completion of the STR Owner training class, a floor plan, an evacuation plan, a noise abatement plan, a sanitation plan, and no outstanding violations or zoning/addressing issues.
  • Only one NSTR or Bed & Breakfast (B&B) permit will be permitted per square, and if multiple applicants apply for a NSTR permit in the same square, permits will be allocated by lottery.
  • Bed and breakfasts require conditional use permits and new applications must originate with the City Planning Commission.
  • The Department will review all NSTR permit applications and determine which squares will require a lottery.
  • Commercial licenses for short-term rentals have changes to operator license requirements and additional requirements for noise, sanitation, and security plans.
  • Platforms are required to submit additional information to the City, including addresses of listings, number of nights rented, and fees collected for bookings.
