Currently, residential homes in Ogden can be used as residential vacation rentals.
Owner-occupied units are allowed in any residential zone.
Non-owner occupied units are allowed one per block in multiple-family zones only.
Regulations cover maximum occupancy, parking requirements, and verification rules for owner-occupied units.
Ogden is proposing amendments to its ordinance to address issues and complaints surrounding short-term rentals.
The proposed changes include renaming "residential vacation rentals" to "short-term rentals."
For owner-occupied short-term rentals, additional information will be required to prove that the unit is their primary residence.
Specific time of occupancy requirements will be removed.
Applicants must have owned the property for three continuous years before starting operation as a short-term rental.
Guests will be required to park on-site, and parking requirements will be clarified.
Outside guests will be prohibited on the vacation rental property.
Penalties for violations and standards for revocation will be modified.
Dwelling units in the downtown C-ENT and H25 zones will be allowed to be used as short-term rentals, with certain restrictions.
The Ogden Planning Commission has recommended approval of these changes.
The Ogden City Council will consider these changes at a later date.
