  • Short Term Rentals (STRs) are allowed throughout the City of Saint Paul starting from December 2, 2017.
  • A Short Term Rental is a dwelling or portion of a dwelling unit rented for less than thirty days.
  • STRs cannot be used for commercial or social events.
  • STRs cannot be advertised unless they are compliant with city, state, and federal laws.
  • Hosts and platforms are required to obtain a City License and renew it annually.
  • Different property types have different requirements for STRs.
  • Single Family Building (Owner Occupied): 1 STR dwelling unit allowed, license required, fire certificate of occupancy not required.
  • Single Family Building (Non-Owner Occupied): 1 STR dwelling unit allowed, license required, fire certificate of occupancy required.
  • Duplex Building (Either Unit Owner Occupied): 2 STR dwelling units allowed, license required, fire certificate of occupancy not required.
  • Duplex Building (No Unit Owner Occupied): 1 STR dwelling unit allowed, license required, fire certificate of occupancy required.
  • Triplex Building (Any Unit Owner Occupied): 3 STR dwelling units allowed, license required, fire certificate of occupancy required for non-owner occupied units.
  • Triplex Building (No Unit Owner Occupied): 1 STR dwelling unit allowed, license required, fire certificate of occupancy required for non-owner occupied units.
  • Four-Plex Building (Any Unit Owner Occupied): 4 STR dwelling units allowed, license required, fire certificate of occupancy required for non-owner occupied units.
  • Four-Plex Building (No Unit Owner Occupied): 1 STR dwelling unit allowed in RL-RT1 Zoning Districts, 2 STR dwelling units allowed in all other Zoning Districts, license required, fire certificate of occupancy required for non-owner occupied units.
  • Buildings with more than four units: 50% of dwelling units up to 4 STR dwelling units allowed, license required, fire certificate of occupancy required for non-owner occupied units.
  • The number of STR dwelling units may exceed 4 if a building owner obtains a conditional use permit.
  • Zoning occupancy limits for STR dwelling units may be exceeded with a conditional use permit for large one and two-family dwellings on large lots.
  • Fire certificate of occupancy paperwork can be either an application and fee or documentation of an active fire certificate of occupancy.
  • Short Term Rental hosts and platforms have separate licensing requirements.

  • A Short Term Rental Host license is required for anyone who provides a dwelling unit for short-term rental use (less than 30 days).
  • It is illegal to advertise or operate as a short-term rental host without a valid license.
  • To obtain a Short Term Rental Host License, the following must be submitted:
    • Short Term Rental Host Application
    • Current Fire Certificate of Occupancy (if non-owner occupied)
    • License Fee
    • Proof of Insurance (ACORD Certificate of Insurance or indication of using Airbnb, VRBO, and/or HomeAway)
    • Any existing building permits must be closed out before the license is issued.
  • To renew a Short Term Rental Host License, the following must be submitted:
    • Annual Fee
    • Signed Affidavit of Compliance
    • Workers' Compensation Form
  • Inspections by the Director and Police Chief are required for issuing or renewing a Short Term Rental Host license.
  • The license fee must be paid for each unit being rented, and the license must be renewed annually.
  • Short Term Rental Platforms, which provide a means for owners or tenants to offer their dwelling units for short-term rental use, also require a license.
  • Inspections by the Director and Police Chief are required for issuing or renewing a Short Term Rental Platform license.
