  • Properties that were registered as short-term rentals before July 1, 2018, and have paid all applicable taxes are considered grandfathered, but must meet certain conditions.
  • Any expansion of a grandfathered property that increases the square footage by more than 25% or 1,000 square feet will revoke its grandfathered status.
  • Properties that were granted a short-term rental conditional use permit (CUP) by the City Council before September 7, 2021, and are not located within a short-term rental overlay district are also considered grandfathered.
  • All properties located in the Sandbridge Special Service District are eligible for use as a short-term rental, but a zoning permit and Commissioner of the Revenue requirements must be met.
  • Properties located within a short-term rental overlay district and granted a CUP by the City Council must renew their CUPs every five years and obtain yearly zoning permits.
  • Home sharing, where a homeowner rents out a room or rooms for less than 30 consecutive days, does not require a zoning permit but must be registered with the Commissioner of the Revenue.
  • Short-term rentals, which are entire dwellings rented for less than 30 consecutive days, require a zoning permit, a sworn statement form, a life-safety inspection report, a structural safety inspection report, a parking plan, liability insurance, proof of current registration, and proof of transient occupancy taxes paid.

  • The parking plan must show compliance with the minimum number of required off-street parking areas.
  • Proof of liability insurance of at least $1 million is required.
  • Proof of current registration and proof of transient occupancy taxes paid are required for grandfathered properties.
  • The short-term rental zoning permit request can be submitted online or by mail/in-person.
  • The application fee is $200 and must be paid before the zoning permit is issued.
  • The zoning permit is valid for one year from the issuance date.
  • There is a process to petition the City Council for a neighborhood short-term rental overlay district.
